Each is recorded as the client gave it and waits for Revcenter's review (review_state pending, approved or rejected) before it changes any scoring. not_a_fit is true when the client passed on the person, which also takes them off the shortlist. given_on says where: the live shortlist, or a published version (version_id). Does not use credits.
