A search that fails to start gives its shortlist back. A retried launch with the same
Idempotency-Key never
uses a second one.
When the plan has no shortlists left, a launch returns 402 shortlist_allocation_exhausted. Add shortlists under
Settings → Plan & billing. Without an active plan, every API request returns 402 plan_required.
